Imfundo Programme in South Africa
Imfundo's main involvement in South Africa is to coordinate the Knowledge and Information components of DFID funded Education Sector Support Programme (LESP) in the Limpopo Province (KHANYISA). The LESP is designed to support and improve service delivery across the Education system in Limpopo.
The programme has seven related outputs:
- An enhanced knowledge base and communications strategy which will inform and empower education stakeholders and other provincial stakeholders in development
- A provincial department of education with enhanced capacity to improve the quality of service delivery and equipped to develop mitigating strategies in response to the impact of HIV/Aids
- Transform schools able to implement policy and achieve targets, especially in relation to marginalized groups
- FET/ABET institutions with improved resources and capacity to respond effectively to skill formation and broader development needs of their defined communities and economic context
- New modalities in place for management of infrastructure and assets
- Social change initiatives mainstreamed within the education system
- LDoE strategy which integrates all education development partner activity
Imfundo agreed to provide support to the ICT elements of the project. In particular, it was envisaged that Imfundo would contribute to four Outputs of the programme:
- Output 1 - An enhanced Knowledge base and communications strategy that will inform and empower education stakeholders and other provincial stakeholders in development. Imfundo support has focused on this output. There are three components: Communications, EMIS, and Research Strategy.
Communications component: will include assisting with the drafting of a communications strategy, the design and development of an LDoE web portal (Internal/External) and assisting with the design and development of an LDoE newsletter.
EMIS component: will include the support of an EMIS adviser, assistance in helping to capturing various important schools surveys and reporting back on the surveys. Design new EMIS system, pilot it in one district and then scale it up to other districts.
Research Strategy: Assisting with the drafting of a Research strategy including access to online research resources.
- Output 2 - A provincial department of education with enhanced capacity to improve the quality of service delivery and equipped to develop mitigating strategies in response to the impact of HIV/Aids. Imfundo is to contribute to a component of this output called Information technology strategy and management.
- Output 3 - Transformed schools able to implement policy and achieve targets, especially in relation to marginalized groups. Imfundo is to contribute to the component regarding integrating Information communication technology into schools. This was to include assisting with the drafting of an ICT in schools Strategy (Alternative teaching model through IT developed, implemented and integrated with Human Resources plan) and to develop a partnership based IT facility plan for all schools, MPCCs and ABET centres. To also develop a pilot activity building on the MASTEC Schools programme.
- Output 4 - FET/ABET institutions with improved resources and capacity to respond effectively to skill formation and broader development needs of their defined communities and economic context. Imfundo is to contribute to the component that deals with the development of a web based teacher support platform for the Limpopo EMPCs.
To date, Imfundo’s main activity and support to the Limpopo Department of Education has been to take forward activities in Output one of the Educational support Programme for Limpopo (LESP). Imfundo has provided strategic support and advice to help in making Education Management Information Systems (EMIS) more effective. Imfundo has also approved £50k support towards a Communication Strategy for the sector.
