The Department for International development (DFID) wishes to engage the services of a Managing Consultant for a new justice and policing programme in Yemen. The purpose of the programme is to support the Government of Yemen (GoY) and civil society to develop more effective, accessible and fairer justice and policing services for all Yemenis. It will involve work on capacity building in key institutions, local service delivery and donor/sectoral coordination. The Managing Consultants will be responsible for the effective management and implementation of the programme, including through the establishment of a Programme Management Unit in Sana'a, provision of long-term and short-term advisers for the Government of Yemen on policing and criminal justice, and management of an international non-governmental organisation working on local service delivery. The Managing Consultants will work closely with the GoY and will therefore require strong political analysis skills. The Managing Consultants will also be expected to have strong experience of justice and policing programmes in developing countries (preferably in the Middle East); a proven track record on project management; access to quality personnel with strong technical policing and justice expertise and experience, and Arabic language skills. The Managing Consultant will also need to align themselves with a suitable International Non-Governmental Organisation (INGO). INGOs are permitted to be part of more than one Expression of Interest (EOI). Justice services.

Objective criteria for choosing the limited number of candidates: Broad Capabilities, skills and experience as follows: (a) Strong experience in project management in developing countries; experience in justice and security programming (preferably in the Middle East) will be strongly preferable; (b) Proposed partnership with International Non-Governmental Organisation present in Yemen with strong district-level connections and understanding of political dynamics; (c) Ability to work in Arabic and English; (d) Proven access to a network of high quality international and regional justice and policing consultants able to work in Yemen for extended periods of time; and (e) Experience in a politically sensitive and complex sector, accustomed to coordinating project implementation with diplomatic engagement. Financial standing will also be part of the criteria for assessing EOIs.

Expressions of Interest (EOIs) must be submitted electronically using the Application Form Word doc (45 kb) available here. EOIs must be submitted by e-mail to cb3mail@dfid.gov.uk . The draft Terms of Reference(30 kb). Programme Document(119 kb) referred to within the Terms of Reference is available <HERE>. EOIs must include a Capability Statement of not more than four A4 pages and be accompanied by CVs for key personnel of not more than 2 pages (per CV). No Brochures should be sent. Applicants should outline the reason for their interest in this Project, their broad understanding of the context and their capability to undertake the work. EOIs will be assessed against the criteria detailed in the application form and at section IV.1.2 above. Please note that suppliers need to align themselves with a suitable International Non-Governmental Organisation (INGO). INGOs are permitted to be part of more than one EOI. There is the possibility of an extension of up to 12 months subject to continuing need and the satisfactory performance of the consultant. Where circumstances require further extensions beyond the original contract duration/agreed extensions, DFID will consider doing so by means of the Negotiated Procedure where necessary conditions can be met. DFID procurement policy stipulates that consultants involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up terms of reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessments of the EOIs, DFID will invite short-listed applicants to submit full technical and commercial tenders. Should any further information be required, suppliers must contact only the person named at Section I.1 above, and on no account should suppliers contact DFID Yemen direct. To do so may result in the supplier being excluded from the competition. DFID will not reply to any EOIs unless short-listed to tender. Suppliers should check the DFID website for details of short-listed suppliers. As from 1 April 2001, all UK development assistance has been fully untied which allows suppliers from anywhere in the world to tender for DFID projects.
