DFID is seeking a service provider to design and implement a technical assistance project to the State, Entity and Cantonal Governments in Bosnia and Herzegovina. The goal of this project is to ensure public finances are increasingly effective at delivering the priorities of the Governments in BiH. The consultants are expected to have extensive knowledge and experience of public expenditure management functions and have experience working with Government officials and technical staff at all levels. Consultants technical assistance will include: capacity building, development of a tailored training programme, organisation of study tours, support to Civil Society Organisations and support to Parliamentary Assemblies. A short (30 days) design phase will allow the contractor to take stock of the current situation, and agree a work plan and draft of the project memorandum. The planned duration of this project is approximately two and a half (2.5) years. The implementation phase will proceed subject to DFID approval of the Project Memorandum that the consultants produce; satisfactory performance in the design phase; and value for money in the proposed implementation phase costs. DFID has provided technical assistance to public expenditure management reforms since November 2004. The goal of the original Strengthening Public Expenditure Management project was "To improve consistency between government policy objectives, expenditure allocation and budget execution through strengthening of budget processes at canton, entity and state levels." This support ends in March 2008.
