DFID wishes to engage the services of a Managing Consultant for a major livelihoods and social protection programme in Zimbabwe. The project worth 50 million GBP over five years will be implemented through a range of NGOs and UN organizations. The value of the Managing Consultant's contract will be drawn down from the 50 million GBP programme budget (The contract value will not be worth 50 million GBP). The purpose of the programme is to improve livelihoods and food security of poor and vulnerable household using proven, demand-led interventions. The new programme starting mid 2008 will succeed a successful first phase which benefited more than 1.5 million people, with a range of inventions from improved water supplies, Home-Based Care for HIV affected households, to improved agricultural practices. The Managing Consultants will be responsible for the effective implementation of programme. This will involve pre-financing already selected NGOs implementing the programme (advances will not be provided by DFID to cover the cost of funding the NGO projects), disbursement and management of donor funds, co-ordination, lesson learning and sharing of information, monitoring and evaluation of the whole programme, liaison with all stakeholders, communications, capacity building and reporting to the donors funding the programme. From 1 April 2001, all UK development assistance has been fully untied which allows suppliers from anywhere in the world to bid for DFID contracts. Expressions of interest (EOIs) should be submitted, preferably by e-mail, to the e-mail address in Section 1, using the Application Form WORD (46 kb) available here. Draft Terms of Referencepdf(46 kb) can also be found here. The expression of interest must include a Capability Statement of no more than four(4)A4 pages showing evidence of relevant skills and experience, as outlined on the application form. Abridged CV's of key personnel only, of not more than two pages in length should also be included. These CV's can be submitted in addition to the four page Capability Statement. Expressions of interest should only be sent to the address at Section 1, preferably by e-mail, and DFID Zimbabwe should not be contacted directly. Documents and brochures detailing corporate range of services are not required and will not be considered. The period of the services will be for 30 months with the possibility of an extension of a further 30 months. It may be difficult to secure working permits for International staff and bidders should consider how they will handle this possible challenge. DFID procurement policy states that consultants who were involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up terms of reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of expression of interest, DFID will invite shortlisted applicants to submit full technical and commercial proposals. DFID will not reply to any Expressions of Interest unless short-listed for Invitation to Tender. Suppliers should check the DFID website for details of short-listed suppliers
