The Department for International
Development (DFID) wishes to establish a new global resource centre for
developing countries, on growth - an International Growth Centre (IGC). We
are seeking Expressions of Interest from suppliers for the design,
establishment and operation of the IGC and network, over the next five to
ten years. As the IGC will primarily exist to provide responsive analytical
and policy support to developing countries on growth and facilitate a global
network of growth issues facing experts and practitioners; interested
suppliers will need to demonstrate their skills, expertise and experience in
these areas. In addition experience in establishing and managing large
research programmes will be important. Total funding for country specific
analytical work and growth research is estimated at GBP 40 to GBP 45 million

The contract is due to begin in July/ August 2008 and will run initially for 3 years. Subject to satisfactory performance and a continuing need it is likely to extend a further 7 years (in stages; +2, +2, +2, +1), to give a 10 year term. Expressions of Interest must be in the form a Capability Statement of no more than 10 A4 pages demonstrating: i. track record on analytical and policy support and networking in a growth context; ii. management of large research programmes; iii. access to local suppliers/ networks; iv. experience of working with DFID or other donor organisations. In addition to the Capability Statement we require the completed Application Form and Abridged CV's for the Key Personnel. No Promotional Material please. EoIs can be submitted by post, fax or electronically. DFID procurement policy stipulates that Service Providers who are involved in any capacity in the design of a project cannot be invited to compete for the follow-on implementation phase (design includes feasibility studies, drawing up terms of reference for the implementation phase and other preparatory work for the project). DFID will not reply to EoIs unless shortlisted for Invitation to Tender. Details of shortlistees will be posted on the DFID website in due course. All UK development aid has been untied since April 2001, which allows service providers from anywhere in the world to bid for DFID contracts. |
