The Department for International Development (DFID) is seeking a service provider to quality assure the Fiduciary Risk Assessments (FRA) compiled as part of the organisation's country planning process. This work is currently being carried out by a service provider. The consultants will undertake the technical scrutiny of each FRA. This will involve a thorough assessment of the analysis of the evidence provided including the risk ratings and the overall judgements made. In particular the consultants will ensure that any significant risks to the proper use of funds are identified and that a suitable process for monitoring performance is included. A standardised FRA assessing the recipient government's public financial management systems are effective, specifically includes: (i) An evaluation of public financial management and accountability systems and associated risks; (ii) A credible programme to improve standards of these systems; and (iii) An assessment that the development benefits justify the risk, taking account of any safeguards that can be put in place to buttress and develop these systems. Objective criteria for choosing the limited number of candidates: Broad capabilities, skills and experience as follows: (a) Experience of similar work; (b) Experience of working with DFID or other donor organisations; and (c) Experience in the Public Expenditure Financial Accountability (PEFA) programme and evaluation of Public Financial Management systems in developing countries. In addition, (d) consultants should have a professional background, be qualified accountants or economists, and each member of the consultant's team should have the following competencies: (i) significant expertise and experience of Public Financial Management and Accountability (PFMA) issues, including a sound understanding of the technical and institutional aspects of PFMA in a range of developing countries; and (ii) a good working knowledge of DFID's policy on Fiduciary Risk and its methodology for carrying out FRAs and the PEFA Framework approach. Applicants must not contact anyone in DFID to discuss this competition other than through the above email address or the contact named at Section I above. Any attempt to discuss this contract with anyone other than the named contact may result in disqualification from this competition. The Draft Terms of Referencepdf(29 kb) can also be found here. EOIs must include a Capability Statement of not more than four A4 pages and be accompanied by CVs for key personnel of not more than 2 pages (per CV) - minimum font size 12. No Brochures should be sent. Applicants should outline the reason for their interest in this Project, their broad understanding of the context and their capability to undertake the work. EOIs will be assessed against the criteria detailed in the application form and at section IV.1.2 above. A Service Provider is currently engaged to undertake Central Scrutiny of FRAs and this provider will be eligible to bid under this competition. There is the possibility of an extension of up to 12 months subject to continuing need and the satisfactory performance of the consultant. Where circumstances require further extensions beyond the original contract duration/agreed extensions, DFID will consider doing so by means of the Negotiated Procedure where necessary conditions can be met. DFID procurement policy stipulates that consultants involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up terms of reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessments of the EOIs, DFID will invite short-listed applicants to submit full technical and commercial tenders. DFID will not reply to any EOIs unless short-listed to tender. Suppliers should check the DFID website for details of short-listed suppliers. As from 1 April 2001, all UK development assistance has been fully untied which allows suppliers from anywhere in the world to tender for DFID projects.
