Humanitarian and Conflict reform : An emergency service for the world.


From the Consultation Document:

How can the international system work better to deliver humanitarian assistance and security in developing countries, and prevent conflict and state fragility?

  • How should the UN and other agencies be reformed and better resourced for different types of crises?
  • Does the world need an international early warning mechanism for conflict or state fragility? Should such a mechanism be located inside or outside the UN system?

Supplementary questions

What should DFID do to help ensure that the UN Peace-Building Commission and commitments on responsibility to protect, are translated into action?

Are the new proposals in the speech sufficient to supplement the existing humanitarian reform agenda? Are they the right proposals?

  • How can we ensure that no crises are ‘forgotten’ in allocation of humanitarian funds?
  • How can we ensure that adequate logistical, military and human resources are available to assist with humanitarian crises?
  • How can we make the international community more accountable for humanitarian action?
  • How can we best deliver social safety nets in countries where Governments are unable or unwilling to?
