UK announces new co-operation on growth with Rwanda

Shriti Vadera, UK Minister for International Development, today announced a new partnership on growth with the Rwandan government. The Growth Analytics Programme will help the Rwandan Government prioritise immediate actions to remove barriers to growth.
Shriti Vadera said:
“I am delighted to have been invited by President Kagame to speak at the Development Partners Meeting. I share his belief that the purpose of aid is to no longer need it. Rwanda has the second highest rate of growth in the whole of Africa, and this has contributed significantly to the decrease in poverty since 1994.
“However, about half of Rwanda’s budget is still funded by donors. Accelerated, continued and sustainable growth is essential to reduce poverty. I am therefore extremely pleased that the UK and other partners have been asked to work with the Government of Rwanda on the new Growth Analytics Programme, which will identify immediate actions to address the key constraints to growth in Rwanda.

The programme will be led by the Government of Rwanda, with DFID, the African Development Bank and the World Bank as key partners. Analysis of the constraints to growth will begin immediately with results incorporated into the Government’s 2009 budget process.

1. The Growth Analytics Programme will have three stages: firstly producing a priority list of constraints to growth; secondly identifying specific and sequenced actions to remove these constraints; thirdly incorporating these actions into the Government of Rwanda and donors’ plans.
2. Shriti Vadera is on a two day visit to Rwanda, when she is attending the Development Partner’s Meeting and visiting DFID programmes.
