Ecuador
Following the conclusion in June 2000 of the remaining projects funded under the bilateral assistance programme, this programme has now graduated to a Small Grants Scheme only (£220,000 for 2000/01).
This is in line with overall DFID strategy to concentrate our resources on fewer countries. Although there will be no new bilateral commitments, we will continue to use our influence to persuade the International Financial Institutions, Multilateral Development Banks and EU to adopt a more poverty focused approach.
EC net official development assistance to Ecuador in 1998, the latest year for which figures are available, was £8.3 million, of which £1.4 million was attributable to the UK. Of the £3.2 million given to the UN in 1998, £0.5 million was attributable to the UK.
The issue of debt relief and debt swaps is frequently raised. Ecuador does not currently qualify for debt relief from DFID. Under the terms of the Heavily Indebted Poor Countries Initiative (HIPC II), countries need to be able to demonstrate a record of good economic management, normally three years, and a recognised poverty reduction strategy.
Ecuador does not fulfil either criterion. There is also no bilateral programme to Ecuador within which to consider funding debt swaps.
