Background
Since 1994 China's economy has grown at an annual rate of almost 10% in real
terms. This has had a huge impact on reducing poverty. In 2004, the number of
people living on less than $1/day was estimated at 135 million, or around 10% of
the population. China's per capita income is now around $1,300.
However, the absolute numbers of poor people remain large. Almost 500 million
people live on less than $2/day, and they remain vulnerable to falling back into
poverty, especially if they become ill. Poverty is increasingly concentrated
amongst ethnic minorities, the elderly and people with disabilities.
China faces many challenges, including increasing access for the poor to
basic services like education and health; dealing with growing inequality;
providing jobs for the 12 million annual entrants to the labour market; and
managing increased environmental degradation and water scarcity.
Foreign aid forms a very small part of China's overall resources. As a
percentage of GDP, development assistance accounts for less
than 0.1%. The main donors are the World Bank (annual programme of around $1.2
billion) and the Asian Development Bank ($1.5
billion) and Japan (technical assistance of around $100 million and soft loans
of around $1.1 billion). China is becoming a much more influential player on
issues related to global poverty reduction.

DFID in China
DFID's programme in 2006/07 and 2007/08 will be £40 and £35 million
respectively. Funds are provided entirely on grant terms.
We work with China's own domestic programmes on basic education, HIV and
AIDS, tuberculosis control and water and sanitation. These are areas where China
faces particular challenges, and where DFID has a comparative advantage by
virtue of its previous experience in these sectors in China.
We work with others to implement projects and programmes - primarily the
World Bank and the UN system.
We are building a deepening relationship with China on international
development issues, in line with the 8th Millennium Development Goal, which aims to "develop a global
partnership for development". The objective is to work with China to improve the
prospects of poverty reduction outside China. We are exploring options for
practical collaboration with China in a number of African countries; on the
development of their aid programme; and with the already existing UK/China
dialogues on sustainable development and climate change. For more information on
