The Rwanda Partners Gender Audit
The DFID Rwanda office has worked alongside seven of the Government of
Rwanda’s development partners to self-assess its performance on delivering
gender equality. This mix of multi-laterals ( United
Nations Population Fund (UNFPA) and
United
Nations Development Programme (UNDP)), bi-laterals ( Swedish
International Development Cooperation Agency (SIDA)
and DFID) and international non-governmental organisations (NGOs) ( Trocaire, Action Aid, Norwegian People’s Aid
and SNV), have each taken a long hard look at themselves and compared the
results. We’ve all been challenged by the results and encouraged by the way
staff in each organisation have responded with enthusiasm. We believe that the
time is right for Gender Audit.
Our gender audit process has been different to those conducted elsewhere. We
started with the assumption that some of the constraints to achieving gender
targets lie in the ways we behave and the ways our organisations operate. This
gender audit concentrates on assessing our own and our organisation’s behaviour.
We have adapted the Balanced Scorecard to make these judgements.
The process has been so popular that a third round of gender audits is
planned. This will include the first Government agencies as well as local NGOs.

results achieved by the eight different participating organisations.
