Introduction

In line with the UK’s AIDS Strategy ‘‘Achieving Universal Access’’pdf(4 mb) DFID is designing a new multi year core commitment. This will be governed by a new Performance Framework (PF) from 2008/09 to 2010/11.

We are commencing a public consultation as part of a process to developing the new PF. The new PF will replace the just ended 2004 – 2008 UNAIDS Institutional Strategy.

We are also developing similar frameworks for UNDP, WHO and UNFPA to ensure there is consistency across the agencies.

UNAIDS Mandate

UNAIDS is a co–sponsored programme of the United Nations, created in recognition of the multi sectoral nature of AIDS and to improve the coherence of the UN’s response to the pandemic. Its mandate includes:

  • To advocate for global action on the epidemic,
  • To lead, strengthen, support and expand response aimed at preventing AIDS,

UK’s Support

The UK is a major supporter of UNAIDS and its work. We provided £ 53 million core funding between 2004 /05 – 2007/08. We are currently developing a new multi year commitment to UNAIDS from 2008/09 to 2010/11.This investment is our contribution to promote MDG 6 and MDG 8 through the implementation of UNAIDS Unified Budget and Work Plan for 2008 – 2009.

New Performance Framework

The new UNAIDS PMF is being led by DFID’s United Nations and Commonwealth Department. It is being developed in close consultation with other parts of DFID, Foreign and Commonwealth Office, UK Missions in New York, Geneva, Civil Society and other External Stakeholders. Direction has also been taken from the UK’s new AIDS strategy which outlines how the UK will work with the UN on AIDS. This was developed after extensive consultation. The PF sets out the rational and objectives for UK support to the UNAIDS to make it:

  • Accountable ensuring that sustainable results and impact are fully integrated into its business processes and culture, and
  • Demonstrate that our support is having an impact on the MDG 6 and MDG 8.

To build ownership and commitment we have based the PF on UNAIDS Unified Budget Work Plan 2008 - 2009 and its results based frameworks. Where possible we are drawing on indicators, targets, and outcomes from these documents or adapting existing indicators to minimise any additional reporting burden on UNAIDS.

Monitoring

The new PF will help UNAIDS to deliver high performance and demonstrate impact. It will be reviewed annually and adapted to changing circumstances. The PF represents a modification from our previous Institutional Strategies concept which focuses on a broad set of objectives. It will be used to annually assess UNFPA’s progress and will draw information from UNFPA’s Annual Report, Multilateral Development Effectiveness Summaries, Multilateral Organisation Performance Assessment Network, Executive Boards and Bilateral meetings.

Consultation

As part of our consultation process, we are inviting comments and views from stakeholders with an interest in UNAIDS and global health issues. Your views and ideas will be very helpful to us in producing a final version. Specific questions are set out below:

  • What are your views about the UK’s support to the UNAIDS across the areas outlined above?
  • How can the UK best work with UNAIDS to reduce poverty, tackle AIDS and deliver the MDGs?
  • How can UNAIDS maximise its output at the country level alongside other UN and international agencies?
  • How can we work with UNAIDS to improve its human resources, results based management and evaluation?
  • How can we best measure and monitor progress with the PF and UNAIDS?
