1. What is the best way for DFID to assist with building an effective state in Afghanistan? Should our focus be on building a strong central state, or should we also engage with local government and civil society?
2. We currently focus on Economic Management; Livelihoods and State Building. Should we broaden our engagement to engage with humanitarian assistance, or in social sectors such as health and education, for example? How should we prioritise our resources to ensure that the choices we make reflect our capacity to deliver? How should we coordinate our efforts to make sure that other members of the international community fully engage?
3. What role should DFID play in making donor assistance to Afghanistan more effective? Should we focus more attention on multilateral agencies such as the UN, World Bank and IMF? Or should we try to influence major bilateral donors to use aid more effectively?
4. What should DFID do to reduce opium production? Should we support eradication initiatives or strengthen the justice system? Should our focus be on encouraging sustainable alternatives to opium production and on giving people the opportunity to provide for their families through legal activities?
5. What should DFID's engagement at provincial and local government level be? At the moment we are directly involved in Helmand - should we increase or decrease our engagement there?
6. What other issues and concerns should we take into consideration? Should we develop our approach to climate change issues; how should we approach gender and human rights issues; how can we engage to stimulate private sector led growth; how should we engage with civil society?
