How the resource was developed
This resource was prepared from material produced by Jude Howell, Sarah Lister and Zaza Curran, Institute of Development Studies, University of Sussex, UK, with input from a 'contact group' of DFID advisers and others. Field trips to India, Tanzania and Rwanda provided information from DFID field staff and civil society organisations in several different contexts, and others were invited to contribute via the contact group. These three country offices were chosen because they had shown a keen interest in developing further their work with civil society and they provided interesting contrasts. Whilst DFID has considerable experience of working in India, and with civil society groups in India, the programme in Tanzania is relatively new. Rwanda is a country coming out of conflict and DFID's engagement with civil society there poses particular challenges.
