Changes to DFID Pre-Qualification Procurement Process

DFID have made significant changes to our Pre-Qualification template and process that will apply to all procurements with an estimated value of £100,000 or more. These changes are being introduced for all new competitions advertised from 16 September 2011 onwards. Competitions that were advertised prior to this date will continue on the basis of the process in place at the time of the original advert.
The new Pre–Qualification Questionnaire (PQQ) and process have been streamlined to make them more user friendly, reduce the level of resources invested by suppliers and to align with the central government initiative for a more consistent cross govt approach to procurement. The key changes include:

  • A new PQQ Template for suppliers to complete.
  • A new approach to evaluation and scoring of PQQ Responses.
  • A new PQQ Information and Instructions document that details supplier responsibilities and explains the DFID approach to PQQ evaluation.
  • A more detailed User Guide for the DFID Portal.

The new standard PQQ Pack will now consist of the following documents:

  • Pre-Qualification Questionnaire (PQQ) Template.
  • PQQ Supplier Information and Instructions.
  • PQQ Terms of Reference
  • PQQ Additional Information Documents (if required)

The standard PQQ Pack will be adjusted by DFID to meet the requirements of a specific Procurement. The Pack will be made available (via the DFID Portal) for each Procurement advertised in the Official Journal of the European Union (OJEU). A copy of the new standard PQQ Template and Supplier Information and Instructions can be viewed on the DFID Portal information page.
