Voluntary Service Overseas (VSO) - Strategic Arrangement

Since the mid-1970s DFID has provided strategic funding to Voluntary Service Overseas (VSO) to carry out their valuable work. Initially this was through a Block Volunteer Grant and later, after 2000, through a Programme Partnership Arrangement (PPA).

When a new PPA round was launched in late 2010 and an open and competitive application process was put in place, DFID Ministers acknowledged the special relationship between DFID and the UK’s leading volunteer sending agency. The Secretary of State decided that strategic support should be provided to VSO but from outside of the PPA mechanism.  By supporting ¬VSO in this way, DFID has been able to increase its support to other PPA funded organisations.

DFID has agreed to provide support to VSO through a Strategic Grant of £30m in 2011/12, £26m in 2012/13 and £22m in 2013/14.  Fund disbursal is subject to successful completion by VSO of due diligence checks, submission of an agreed logical framework and other required project documentation.

Through this partnership VSO will, amongst other activities, assist local NGOs and governments to provide better quality services in maternal and reproductive health, HIV/AIDS care and basic education.  VSO will also work with local partners to improve the economic self reliance of poor communities, particularly targeting women and girls.

Under the new arrangement, VSO also will strengthen its fundraising work in the UK and globally. This arrangement will assist VSO to reduce dependency on strategic support from DFID support to less than 40% of their income by 2014.  VSO will however be eligible to bid for contracts to deliver specific programmes funded through DFID country offices overseas.
