Progamme Partnership Agreements (PPAs) are one of DFID’s main support mechanisms to Civil Society Organisations (CSOs). The PPAs are strategic level agreements based around mutually agreed outcomes and individual performance frameworks against which the organisations report on an annual basis.
Critically, PPAs, subject to performance, provide CSOs with funding for three years. This enables them to better plan and deliver programmes, including in more difficult, higher risk environments. PPAs are aimed at CSOs with a global reach and leaders in their field who can add value to DFID’s portfolio, support realisation of its objectives, achieve real results in terms of poverty reduction and provide good Value for Money (VfM) - demonstrated through a competitive selection process.
In particular, PPAs contribute to the delivery of the Millennium Development Goals (MDGs) by playing a vital role in supporting citizens to improve their lives, delivering services to specific groups of poor people, and holding governments and others to account.
We launched a new call for Programme Partnership Arrangements (PPAs) in August 2010. Concept notes were invited for any not for profit organisation from around the world.
Following a very competitive concept note round, over 100 CSOs were invited to submit their full offers for consideration.
We then managed a very rigorous and tough assessment and quality assurance process. Please use the project search to see the business cases for the successful applicants.
We currently have PPAs with:
Note: Those in bold were successful with both their General and their CHASE PPA offer. Those in italics were successful for CHASE PPA alone. The remainder were successful for General PPA.
In addition we also have existing on-going PPAs with Fairtrade Labelling Organisation (FLO) and IPPF who had a further 2 years of their PPA to run, but chose to go through the recent PPA process so they could come in to line with all others.
In order to ensure a fair and consistent system for decision making we asked all applicants to submit an offer using a set template.
We then developed a scoring mechanism based around the offer template and put in place a comprehensive and rigorous offer assessment process.
