Justice and Peace Commissions shall effectively utilize and enlarge opportunities for civic engagement and support citizens to articulate their rights and collaborate and the Church will proactively build alliances and participate in networks with other faiths, secular institutions and other development actors to assert the responsibility of the state to deliver on poverty reduction, to respect human rights and to uphold the rule of law.
