GTF public discussion series

Governance and Transparency Fund (GTF) holders are organising six public discussions on the theme of ‘Demanding accountability from the bottom-up: examining what works, what does not work, and why'. The discussions will reflect on four years of implementing GTF programmes in various parts of the world. The idea is to examine some of the evidence collected so far, to derive lessons that might deepen learning from GTF projects before the funding stream comes to an end in 2013. This approach  will build on the KPMG-led learning process (including GTF learning workshops, meetings, summaries of annual reports, and mid-term evaluation reports), where GTF holders have shared experiences and case studies. The public meeting series seeks to build on these learning processes by focusing on the big ideas that work – ideas that could help to address some of the questions being asked around social accountability initiatives, and which might identify gaps or challenges ahead. The meetings will create a shared space for various stakeholders to come together and discuss issues informed by the GTF and other experiences.

The themes of the meetings are as follows:

  2. 'Making women's voices Count: from participation to power' (Oxfam) - May 2012 – Oxfam London office
  3. How does ‘value for money’ express itself in citizen voice and accountability programmes? (Christian Aid) - July 2012 – Christian Aid, London
  4. The media: a game changer? Analysing its role in promoting more inclusive policy-making (BBC Media Action) - September 2012 – BBC Media Action, London
  5. Ensuring the sustainability of governance programmes and their impact over time – 28 February 2013 - WaterAid, London

Learning from DFID’s Governance and Transparency Fund (GTF): Tools, methods and approaches

This is the first in a series of GTF learning papers. It has been prepared by Richard Burge (Triple Line Consulting). The paper focuses on how tools, methods and approaches have been applied to design better governance and transparency programmes. It includes useful examples from the 38 GTF programmes and offers insight on:

  • Contextual and political analysis
  • Approaches to engagement and advocacy
  • Tools and methods used to measure performance and changes in governance
  • Tools and methods to measure progress within GTF programmes
  • Approaches to capacity building and programme management
  • Sharing lessons learned
