Humanitarian Response funding

The UK's new Humanitarian Funding Guidelines have now been issued, following the Humanitarian Emergency Response Review (HERR) and the UK Government’s response. The guidance and editable Annex templates can be downloaded via the links found on this page.

The new guidelines aim to meet the recommendations of the HERR and UK Government’s priorities for humanitarian funding. There is a greater emphasis on several areas including resilience, accountability to beneficiaries, and on demonstrating value for money and impact achieved of UK funding.

They replace the 2007 Humanitarian Funding Guidelines for NGOs (the ‘Red Book’) and apply to all Non-Governmental Organisations. When applying for humanitarian response funding, organisations must comply with this guidance and meet internationally accepted standards and good practice.

The new guidelines set out DFID’s requirements for bilateral funding for humanitarian response. The guidelines are for use when responding to a rapid on-set or sudden spike in a chronic emergency, usually for programming up to 12 months.

These guidelines will be periodically updated, and organisations should check DFID’s website for future updates.
