The Strategic Impact Evaluation Fund (SIEF) is a new trust fund created with DFID support and established within the World Bank to carry out and support research evaluating the impact of programs to alleviate poverty. The fund will support impact evaluations of innovative programs, capacity building on impact evaluation methods, and knowledge sharing of results. The program, which is being managed by the World Bank's Human Development Network, will run from 2012-2018.

DFID is seeking a service provider to undertake a review of evidence on indicators, metrics and monitoring systems for agriculture, poverty and environment. The purpose of the review is to identify lessons and opportunities for the derivation and use of data from monitoring systems in the sustainable intensification of agriculture (i.e. enhancing productivity with less impact on scarce natural resources and which do not contribute to climate change and biodiversity loss).

DFID seeks experienced multi-disciplinary research teams to undertake Rigorous Literature Reviews of existing evidence in the following areas of priority for DFID, each of which is a potential area for future research:
1. Early childhood development and cognitive development in developing countries
2. Literacy, foundation learning and assessment in developing countries
3. Pedagogy, teaching practice, curriculum and teacher education in developing countries
4. Language of instruction in education in developing countries
5. The political economy of education systems in developing countries
6. The role and impact of non-state actors in education delivery in developing countries
7. Girls’ education and gender equality in developing countries
8. Tertiary education and development in developing countries

Timing and Format of Applications
The call for funding for Rigorous Literature Reviews – Education will be held in two stages:
Stage 1: Expression of Interest (to 14.00 UK Summer Time, 7 June 2012)
The first stage, described in the Pre-Qualification Questionnaire (PQQ) document, is to submit a PQQ as an expression of interest for the funding.
The PQQ document provides information about what is required in the submission, including format, content, organisational and technical details. The technical section (section 4) of the PQQ should be no more than 3.5 pages. PQQs will be assessed against the criteria published in the PQQ document.
Please note that any PQQ not conforming to the guidance given in this document will be rejected without appraisal or further correspondence.
The following conditions should be noted:
An electronic version of the application (in PDF format) must be received no later than 14:00, UK summer time, on Thursday 7th June 2012. PQQs received after the due time and date will not be considered.
PQQs should be emailed to EdnRes2012@dfid.gov.uk with the applicants name and specific literature review in the title of the email. Please make file names meaningful – include the name of the lead applicant and the number of the relevant literature review (e.g. name-3.doc). Receipt of all PQQs will be acknowledged.
Stage 2: Full Applications (to 14.00 UK Summer Time, 6 September 2012)

The purpose of the research is to strengthen evidence based policy making in Pakistan and therefore seeks to understand the possibilities and constraints facing the commissioning, undertaking and uptake of research in Pakistan. This will be an important step to allowing DFID, and other research funders, to effectively design and implement policy relevant research programmes.
This will be an open tender procedure, involving initial sift of proposals according to set minimum standards, and subsequent evaluation of those proposals which pass the minimum standards check, against set award criteria. These minimum standards, evaluation criteria and the scoring methodology are set out in the attached ITT Instructions. Pakistan has a significant number of research and evaluation institutions, although the landscape has yet to be fully mapped. The purpose of the research is to strengthen evidence based policy making in Pakistan and therefore seeks to understand the country’s research and evaluation landscape through a mapping exercise which will be an important step to allowing DFID, and other research funders, to identify who the major players are, what the research priorities are and what research is currently being conducted in the country. It will also inform thinking on potential future support to strengthen the research capacity in Pakistan.

The Department for International Development, Medical Research Council and the Wellcome Trust have recently announced nine projects funded under the first call of the Joint Global Health Trials scheme. The large-scale late phase clinical trials focus on interventions that will contribute to the improvement of health in low and middle income countries. Please see the statement from the funders and details of the projects on the MRC website.
Proposals from the second call will be evaluated in June 2012.
The funders have now launched the third call for proposals to the Joint Global Health Trials scheme to which £12 million has been committed.
Proposals are invited from academic groups, based either in the countries where the studies will take place or in the UK, to submit plans for interventions that will contribute to improving health in low- and middle-income countries by addressing the major causes of mortality or morbidity.
The scope of the scheme encompasses but is not limited to behavioural interventions, complex interventions, disease management, drugs, vaccines, hygiene and diagnostic strategies. This scheme is focused on late-stage (phase III/IV) efficacy and effectiveness trials.
Outline applications are now being accepted and the deadline for submission is 16:00 BST 11th September 2012.
