Disasters: Apply now to join the Rapid Response Facility

Through successfully passing the application process, organisations will become pre-qualified. This means they are pre-approved for UK funds - ready to be invited to make proposals to meet humanitarian needs in the event of a crisis.

The Deparment for International Development is seeking new applications from organisations to join its Rapid Response Facility (RRF)

The Rapid Response Facility is a ready-to-go network of top UK-based businesses and charities that provide emergency relief when major international crises hit - such as floods, famines and earthquakes.

It ensures that the UK can allocate funds with speed to trusted partners that deliver high quality results and provide the best value for money in the event of a humanitarian emergency.

This scheme meets one of the key commitments in the UK Government’s response to Lord Ashdown’s Humanitarian Emergency Response Review by establishing a facility to provide fast funding to pre-qualified organisations in the first 72 hours following an emergency.

The RRF is used as part of the UK’s response to larger scale or complex emergencies and the funding covers support during the first six weeks of a response. Most recently, it was launched in response to a cholera outbreak in Sierra Leone, committing £2 million of funding for direct treatment. This funding was committed in 42 hours, allowing partners to scale up their activities quickly.

The Secretary of State for International Development will make the decision to activate the RRF according to humanitarian need. Selected pre-qualified organisations will then be invited to submit light-touch proposals for funding in response to DFID’s assessment of need, depending on the organisation’s expertise, capability and geographic reach.

Applications from organisations that wish to apply to be pre-qualified as implementing partners for the RRF must be received by midnight on 24 January 2013.

Tender for frameworks to supply relief items under the RRF

For those organisations who would like to pre-qualify as a goods and equipment supplier, DFID is currently holding a tender for frameworks to supply various relief items under the RRF. The link to the Contact Notice below gives private sector companies information about the frameworks and how to apply to pre-qualify for the tender.

This is the first such tender, and by no means represents the entirety of what DFID would purchase in a response. Companies will become RRF partners as and when DFID contracts them for humanitarian response. As necessary, DFID will undertake further tenders for frameworks for other items in the future.
