International Finance Division

International Finance Division is one of four Divisions (with International Relations, Policy and Research and Evidence Divisions) supporting the UK’s efforts to reduce global poverty and achieve the Millennium Development Goals. We work across DFID, Whitehall and the international system to make development partnerships more effective and channel resources to where they will have the greatest impact in reducing poverty.

International Finance Division is made up of four Departments: the International Financial Institutions Department (IFID), the Global Funds and Development Finance Institutions Department (GFDD) and the Private Sector Department; the International Directors’ Office (IDO) works across the Departments to provide corporate support.

International Financial Institutions Department

Head of Department: Richard Teuten
Tel: 02077474962

IFID's objective is to achieve greater effectiveness at the International Financial Institutions (IFIs) in accomplishing the Millennium Development Goals. The IFIs are the World Bank Group, International Monetary Fund (IMF) and the Asian, African, Inter-American and Caribbean Regional Development Banks (AfDB, AsDB IaDB and CDB).

IFID is responsible for the UK’s shareholder interest in the World Bank Group, and the four Regional Development Banks (RDBs). We support Her Majesty's Treasury's (HMT's) lead on debt relief and the IMF. We help communicate and coordinate policy across DFID, and contribute to developing new policy, on the IFIs and debt.

IFID is organised into three teams, covering the World Bank, RDBs, debt and  IMF. We work closely with the UK Delegation in Washington (UKDel) and our representatives in the RDBs.

Global Funds Department

Global Funds Department (GFD) was created in January 2011 to be responsible for DFID’s policies, programmes, financial management and shareholder relations with global funds and innovative finance mechanisms in health and education. GFD sits within DFID’s International Finance Division and works closely with Policy Division, International Relations Division, and country programmes to maximise the impact of our investments through the global funds.

We work with: the Global Fund to fight AIDS, TB and Malaria (GFATM); the GAVI Alliance, which delivers immunisation programmes across the developing world; the International Finance Facility for Immunisation and the Advance Market Commitment, which leverage private sector capital and resources to support the GAVI Alliance; UNITAID, a drug purchasing facility which works to impact on markets for essential medicines and commodities, reduce their prices and improve availability; the Affordable Medicines Facility for Malaria (AMFm), which subsidises high quality malaria treatments in order to increase access and displace less effective medicines; the Global Partnership for Education(GPE), which supports the delivery of education in developing countries; and the Health Results Innovation Trust Fund (HRITF), which supports results-based financing initiatives in health.

Private Sector Department

International Directors' Office

Head of Department: Robin Milton
Tel: 020 7023 0289

The International Directors’ Office (IDO) provides corporate and policy support to the International Directors of United Nations, the Conflict and Humanitarian Division (UNCHD), the International Finance and Development Effectiveness Division (IFDE), and the Europe and Donor Relations Division (EDRD).

On the corporate side IDO performs a secretariat role to the three International Divisions. It provides advice and support to all departments in the divisions on business planning, monitoring and finance, and human resource management. Our policy work involves taking forward DFID’s "multilateralism with edge" agenda. This involves rationalising DFID’s engagement with multilateral organisations to promote change and greater effectiveness in the multilateral system.
