a) Finance and Control Department

Finance and Control Department leads on ensuring that: DFID's money works for poverty reduction, to get more value from every pound we spend; DFID is supported to achieve excellent financial management; and DFID has an effective and proportionate risk and control framework that delivers an increased level of assurance internally, to Parliament and to taxpayers.

b) Finance, Performance and Impact Department

Finance, Performance and Impact Department leads on ensuring that: DFID delivers its spending targets and ensures that other government departments meet their ODA targets; DFID resources are allocated to deliver results; corporate processes and reports are integrated and managed efficiently; DFID maximises results, value for money and transparency, and drives improvements in these areas across the international system.

c) Procurement Department

Procurement is responsible for DFID's contractual relationships with suppliers of goods and services. These include consultants, agents, research institutions and contractors. Procurement provides advice to programme officers on appropriate procurement strategies, and manage or support contractual processes from tendering to payment of the final invoice.

The Business Change and Strategy Department anticipates major longer-term challenges to the achievement of our objectives. It identifies major opportunities we might be missing, and does fast and focused analysis for the Board on topics of short-term interest.

2. Human Resources Division

Human Resources Division (HRD) works in partnership to improve performance and productivity and help DFID meet its poverty reduction objectives by:

  • building leadership and people management capability across DFID
  • improving HRD's effectiveness by meeting the needs of DFID business and helping managers manage
  • improving HRD's efficiency and value for money.

Human Resources Division (HRD) includes departments working on HR core functions such as diversity and health and wellbeing. The division also manages DFID's security, facilities, health and safety and office services.

Human Resources Advisory Group
Human Resources Advisory Group (HRAG) provides a range of services to support effective people management across DFID under the "Making It Happen" initiative. The overriding objective is to ensure DFID maximises its contribution to meet the poverty reduction targets in the Millennium Development Goals by efficiently deploying its staff resources.
HRAG has responsibility for Diversity, Employment Policy, Case Management, Learning & Development, Pay & Reward, HR Business Partners, Resourcing and Talent Management.

HR operations
HR operations provides a range of services to support effective people management across DFID under the "Making it Happen" initiative. The overriding objective is to ensure DFID maximises its contribution to meet the poverty reduction targets in the Millennium Development Goals by efficiently deploying its staff resources. HR operations has responsibility for Staff Payroll and Pensions, HR Direct (first point of contact for internal HR enquiries), Online Systems, Core Support, DFID Health, Work and Wellbeing (including health and safety issues), Office Services and Security.

Sustainable Facilities Management
Sustainable Facilities Management is responsible for managing our UK buildings, including strategic accommodation planning, supervision of contracted services such as maintenance and cleaning, improving DFID's performance against government environmental targets for buildings, Health and Safety issues, and ancillary services such as messengerial support.

3. Communications Division

The online content team manages the DFID website and intranet, and the DFID Communications Network co-ordinates a network of communications officers across the organisation.

The Employee Engagement team works with DFID's senior team and with staff to ensure that messages are cascaded effectively internally and that staff can have their say on a range of corporate priorities within the Department.

4. Business Solutions Department (BSD)

BSD provides corporate services to DFID in information technology, knowledge and information management, and internal project and programme management.

Information Systems Department
The Information Systems Department delivers all aspects of IT services to DFID's two UK sites and to approximately 65 offices in developing countries. It also develops new systems in line with DFID's IT Strategy.

Knowledge and Information Management
The Knowledge and Information Management (KIM) Team ensures that DFID meets its legal obligations under freedom of information, data protection, records management and copyright legislation. It is also responsible for the Public Enquiry Point, eLibrary services and support for DFID's intranet, website and electronic document and records management system. As outlined in DFID's new Knowledge & Information Strategy, DFID is seeking to make better use of its knowledge and information to eliminate poverty and become a leading knowledge-based organisation. A new Knowledge and Information Programme has been introduced to support DFID staff make the changes needed to better share knowledge and information with the public and its partners.

Capital Portfolio Unit
The Capital Portfolio Unit supports the delivery of IT-enabled change projects, overseas estates construction and refurbishment projects, and IT infrastructure improvements. It is DFID's Centre of Excellence for Project and Programme Management.

 

5. Internal Audit Department

Internal Audit Department (IAD) provides an independent and objective opinion to the Accounting Officer and DFID managers on risk management, control and governance. It reviews the policies, procedures and systems established to ensure:

  • identification and effective management of risk
  • achievement of departmental objectives
  • the reliability of internal and external reporting and accountability processes
  • compliance with applicable laws and regulations
  • compliance with DFID's behavioural and ethical standards.

The Counter-Fraud Unit, located within IAD, leads DFID's response to suspicions of fraudulent or corrupt practice. The unit supports management in improving systems and operations to manage the risk that fraud and corruption pose to taxpayers' funds.
