Before his appointment as Minister at DFID, Mike undertook his first ministerial appointment in the Government Whips' Office. As a whip he had responsibility for Northern Ireland, Constitutional Affairs, Department for Children, Schools and Families and the Department for Innovation, Universities and Skills.

Prior to this Mike was Parliamentary Private Secretary (PPS) to the Secretary of State for Northern Ireland and to the Lifelong Learning and Higher Education Minister at the Department of Education and Skills.

Mike was elected as Worcester's first ever Labour MP on May 1st 1997.   Since then he has been an active parliamentarian.  He has been a member of the following All Party Parliamentary Groups: Lifelong Learning, Flood Prevention, Further Education. He was also a member of the Education Select Committee until June 2001.
