Autumn performance report

What is the Autumn Performance Report?

The Autumn Performance Report (APR), along with the Annual Report, provides an overview of progress towards 2008-11 Public Service Agreement 29, on which DFID leads, and our seven Departmental Strategic Objectives (DSO).

It is a statutory requirement and was laid before Parliament on 15th December 2009.

What does the 2009 APR tell us about how DFID is doing?

The 2009 APR uses a standard cross-departmental rating system to record progress towards PSA 29 and the DSOs.

This APR reports “Some progress” towards PSA 29. PSA 29 uses eight Millennium Development Goal (MDG) indicators in 22 countries to track performance. Three indicators have shown improvement and five little or no improvement.

  • Net enrolment rates are improving;
  • Gender parity in primary education has improved; and
  • Some improvement has been recorded in reducing under-5 mortality.

Four of our seven DSOs show “Strong progress”, and three “Some progress”.
“Strong progress” was reported for:

  • DSO 3: Respond effectively to conflict and humanitarian crises and support peace in order to reduce poverty: 
  • DSO 4: Develop a global partnership for development,
  • DSO 6: Deliver high quality and effective bilateral development assistance and
  • DSO 7: Improve efficiency and effectiveness of the organisation.

“Some progress” was shown in:

  • DSO 1: Promote good governance, economic growth, trade and access to basic services
  • DSO 2: Promote climate change mitigation and adaptation measures and ensure environmental sustainability;
  • DSO 5: Make all bilateral and multilateral donors more effective
